I assume there isn't to much to say. It is the "granny", or at least one of them, of the scuba diving forums. I love it, visit it often and enjoy it. Due to the high numbers of members and visitors it is hard to beat as information source. So yes, the forums are the top notch, put your measurement on here one stop info source for the general diving community. At least in terms of english language websites. I will get to a german site (within the next weeks) being equally popular.
Anyway, the index site is a downer in my opinion. I don't know the roots of Scubaboard, but it wasn't the index page :).

Lets stick with the index for a moment. You find links like Articles (What's New? section has as the hit a article dated March 3rd, 2006 - not sooo hot), a Photo Gallery (I have to check that out a bit more), Dive Directory (on the move and down right now), Classifieds (in forum style, i really don't like that to much. Never did.) and the SB Store, also out of order.

OK beside all that, best english language forums, excellent coverage. Even a Pro area exists, try to find it :).
